* Deborah Bernstein has been appointed to replace Phyllis Platt as exec director of CBC Television Arts & Entertainment, effective immediately.

Senior director of Arts & Entertainment for the past six years, Bernstein joined the Corp. in 1988 and has since held the positions of manager of program production, children’s programming; executive in charge of production, dramatic series; and creative head of both children’s, youth and family programming, and dramatic series.

Prior to 1988, she was manager of the creative department at Telefilm Canada in Toronto, and has also worked as a communications and educational consultant.

* Stephen Ellis has been appointed chair of the cftpa for 2000/01. New vice-chairs include: Julia Keatley, television; Robin Cass, feature film; Patrick Whitley, industrial relations; Neil Bregman, treasurer; Roma Khanna, secretary; and Linda Schuyler, past chair.

The new board also includes Chris Brough, Richard Davis, Tom Rowe, Doug Barrett, Charles Falzon, Scott Garvie, Michael Hirsh, Ira Levy, John Robinson, Arnie Gelbart, Marie-Christine Dufour, Kevin Tierney, Jennice Ripley, Mary Sexton, Catherine Tait, Chris Zimmer, Doug MacLeod and Phyllis Laing.

* L’Association des Producteurs de Films et de Television du Quebec elected a new board of directors at its recent annual general meeting.

Denise Robert (Cinemaginaire) was re-elected chairman of the 100-member apftq and Nathalie Barton (InformAction) was named head of the documentary section and elected association vice-chairman.

The apftq’s board includes: Luc Wiseman, head of the variety section and elected secretary-treasurer; Vincent Leduc and Jacques Blain, co-heads of the tv section; Jean-Yves Martel, head of animation; and Lyse Lafontaine, who heads the feature film section. Michel Raymond heads up the advertising film section, and Claire Samson is the apftq’s president/director-general.

Celine Pelltier is apftq director of communications.

* In place of Alan Goluboff, who was recently elected to the role of national president of the Directors Guild of Canada, Peter Rowe has been appointed chairman of the DGC, Ontario District Council.

Rowe is the former first vice-chairman of the guild.

The new odc executive board includes first vice-chair Don McCutcheon, second vice-chair Jerry Ciccoritti, treasurer Brian Campbell and secretary Myron Hoffert.

* Filmmaker Roger Cantin has been elected president of L’Association des realisateurs et realisatrices du Quebec.

He replaces Philippe Baylaucq, who served as arrq president for the past four years.

* Telefilm Canada has hired Bruno Legare as a senior multimedia analyst, based in the Quebec regional office in Montreal. Legare, who specializes in digital technologies, worked for five years as a multimedia producer and designer at Micro-Intel.

* Kari Cullen has joined CineNova as its new director of development. She replaces Tom Perlmutter, who has shifted his attention to a range of operational activities. Cullen comes directly from u.k..-based prodco Double Exposure where she was exec director.

* Astral Broadcasting Group sales executive Reneault Poliquin has joined TVA Group as vp sales, responsible for all air-time business in Montreal, Toronto and Quebec City.

* Broadcast sales and agency executive Val Meyer has been named gm sales and marketing with TVA Group in Toronto. The appointment is effective May 23.

* Mark DesRochers has been given the permanent job as the new B.C. Film Commissioner. He has been acting as b.c.’s chief film industry marketer since Pete Mitchell left to work for Vancouver Film Studios. DesRochers has been with the commission since 1987 and was manager of production/location services prior to his promotion.
