* Juliet Jones has been promoted to CEO at Vancouver’s Peace Arch Entertainment. She was CFO since 1996. In her new role, Jones will be responsible for framing the overall direction for Peace Arch’s strategic growth and market objectives, spearheading financial initiatives, and guiding the company’s M&A activities.

Peace Arch’s previous CEO, Cameron White, will continue as chairman of the board. Garth Albright, previously CFO at a telecommunications company, takes over as CFO at Peace Arch.

* Productions La Fete has named Daniel Proulx to the newly created post of vice-president of finance. Proulx is a former VP finance and executive VP with Motion International and CFO with Telescene Film Group.

* Longtime Reseau TVA producer and public affairs director Fabrice Brasier has been named general manager news, public affairs and sports with the Television Quatre Saisons network.

Ratings are up significantly again this season for the TQS evening news, largely a result of the popularity of network news personalities Jean-Luc Mongrain and Jean Lapierre. Yves Bombardier is TQS news director. Luc Doyon is the network’s VP programming and operations.

* Deborah Carver has been appointed GM and VP marketing for the Independent Film Channel Canada, effective immediately.

Carver is the former VP of communications at Salter Street Films, where she managed the company’s corporate communications and all production publicity.

IFC, Canada’s first English-language specialty television service dedicated to independent film, the filmmaking process and the world of filmmakers, is set to launch in September.

* Ron Hay has joined entertainment law firm Stohn Abramovitch, LLP (formerly Stohn Henderson) as an associate.

Prior to his return to private practice, Hay was VP, business and legal affairs at Balmur Entertainment. Prior to that he held a similar position at Alliance Atlantis Communications.
