* Motion International cfo Pierre Guilbault has been promoted to the post of senior vp and cfo, assuming new responsibility for the company’s legal and human resources services. Guilbault was named cfo in January.

* Decode Entertainment has appointed Caroline Dorris its international sales executive, overseeing sales to Asia, Latin America, New Zealand and the Middle East. Decode has also named Dominque Bazay its director of international sales. Bazay has held sales posts at BBC Worldwide Americas and the cbc.

* Voyageur Film Capital of Vancouver has nominated Cadence Entertainment president and ceo Scott Kennedy as chairman of its board of directors.

Kennedy, a 20-year veteran of the film business, is producer of the $6.2-million Canada/Ireland feature coproduction Shiney’s Head, currently in preproduction.

Voyageur purchased Cadence in March in a $2.8-million deal which saw Kennedy’s initial appointment to the board.

Other nominations announced following the Voyageur board’s annual meeting earlier this month were Voyageur president and ceo Kathleen M. Martin, vp Shelley Kirk, and Robert B. Knight, head of Derno, an Alberta fund management firm. In addition, Wade Nesmith, head of Nesmith & Associates, a securities law firm, was appointed to the board.

* Rita Carbone Fleury has left her post as senior vp at Cambium Releasing after eight years with the company to join the New York-based RAI Corporation. Carbone Fleury will continue to work out of Toronto.

* Rodney Palmer has been named the Middle East bureau chief for ctv. Now based in Jerusalem, Palmer was previously stationed in India.

* Peter Lauterman and David Cole have taken showrunner posts at the Canadian Film Centre in Toronto as part of the Prime Time Television Resident Programme. Lauterman’s credits include work on North of 60 and Cover Me, while Cole has written for Due South and Cold Squad.

* Guylaine Bachand has been appointed to the Canadian Broadcast Standards Council’s Quebec Regional Council. Bachand is currently legal counsel at TVA Group.

Raya Gallagher, the current human resources manager at ctv’s Edmonton affiliate, will sit on the cbsc’s Prairie Regional Council.

* Former chairman and ceo of Pacific Motion Pictures, James Anthony Allard, has been appointed to the board of Sextant Entertainment Group. Allard is also a board member of WIC Western International Communications.
