* CHUM Television has appointed Ellen Baine VP programming. In her new capacity, Baine will be responsible for supervising programming strategies, acquisitions and planning for CHUM’s broadcast and specialty channels.

She started with CHUM at Citytv in 1991 as program manager and, in time, took on director of programming roles for City, Star! and CHUM diginets FashionTelevisionChannel and SexTV.

Also, Marcia Martin has been named CHUM’s VP production. In the newly created position, Martin will watch over the production of CHUM’s local TV stations. She was previously VP production for City, and will continue as VP and GM of FashionTelevisionChannel, Star! and SexTV.

Maria Hale has been named the new VP of City. Hale is stepping up from her former position as managing director, interactive. Prior to her appointment at CHUM, Hale held executive positions at Excite, TMP Worldwide and Interactive Media Group.

Laura Aylon-Regu is stepping up to publicist at Bravo! from her former post of communications coordinator and Alison Salinas moves up to publicist at Space from communications coordinator at the station.

* Joan Vogelesang has been appointed president of Montreal-based Toon Boom Technologies, replacing outgoing president Jacques Bilodeau. Toon Boom provides USAnimation and Toon Boom Studio 2D animation software as well as services to producers and creators.

Vogelesang previously served as Toon Boom’s COO and will retain her responsibilities overseeing sales, marketing and operations.

* Vivavision has appointed Sari Buksner GM of Vivamondo, the company’s international division responsible for financing programs targeting the international marketplace.

Buksner is a 15-year TV industry veteran who previously held the post of senior VP international sales and development with The Multimedia Group of Canada since 1989.

* Broadcaster Reseau TVA has named Pierre-Paul Beaulieu director of public affairs and news specials.

* The TQS network has appointed Stephanie Gabriele director of development, programming sector. Gabriele has worked with the Canadian Television Fund and production house Productions Sovimage.

Also at TQS, Katia Villeneuve has been promoted to director of national sales.

* Michele Parent has been named director-general, administration and finance with pubcaster Tele-Quebec.

* William Morris, a former marketing executive with Walt Disney Company in Europe, has been named director of marketing at Paris-based Reed MIDEM. He will oversee marketing of Reed MIDEM’s international exhibitions, which include MIDEM, MIPTV, MIPCOM, MIPIM, MAPIC, MILIA and WEM.
