* The National Film Board has named Andre Picard director-general of the French Program.

Picard has more than 20 years in the industry in public and private broadcasting, in production with Imax Corp., Productions SDA, Motion International and Rozon S.A.R.L. in Paris, as well as in the public sector with Telefilm Canada. He replaces Andreanne Bournival and starts his new duties May 6.

* Bill Hunt has been appointed VP and general manager of specialty TV for Global Television. Hunt has been with the company since 1997, most recently as VP, specialty affiliate relations.

* Shane Kinnear has been appointed VP, sales and marketing for the Shaftesbury group of companies. Kinnear was previously president of C.O.R.E. Film Productions.

* Randi Greenberg has been promoted to director, e-business with Astral Media.

* Doug Brooks has been promoted to chief marketing and sales officer for CBC Television.

* Cogeco Cable has named Ron A. Perrotta to the post of VP marketing and sales for the Ontario and Quebec divisions.

* The Directors Guild of Canada – Ontario’s new slate of elected officers is as follows: chairperson Peter Rowe, first vice-chairperson Don McCutcheon, second vice-chairperson Myron Hoffert, treasurer Nathalie Laporte and secretary Byron Martin.

* Filmmaker Jean Pierre Lefebvre is the newly elected president of the 350-member l’Association des realisateurs et realisatrices du Quebec. Lefebvre replaces outgoing president Roger Cantin.

* Pierre Lafrance, union delegate with Syndicat des techniciens du cinema et de la video du Quebec, has left the 2,500-member freelance film technicians union.

* Richard Gray has been appointed the NewRO’s director of information programming. He will also carry the title, manager of human resources.

Steve Winogron recently replaced Gray as news director.

* Jennifer Taylor is the new promotions director at Vancouver’s CKVU, owned by CHUM.

* Reseau TVA has announced veteran sportscaster Jean-Paul Chartrand will present major sports news on both TVA and all-news specialty channel LCN.
