* Jon Festinger, the founding gm at vtv in Vancouver and a senior vp at ctv, is leaving both jobs after three years for a new cyberspace-oriented position. Effective Oct. 1. he becomes president and ceo of Bycast Media Systems, a Vancouver-based Internet startup company.

* Astral Media has announced the appointment of Louis Ryan to the newly created position of vp, e-business. Ryan reports directly to Astral president and ceo Ian Greenberg.

* Tim Pollen has been appointed vp, corporate planning, Salter Street Films. Pollen replaces Claude Galipeau, who’s been appointed to the new position of vp, webcasting.

* Helena Cynamon, chair and cofounder of Vancouver’s Forefront Entertainment, is leaving the company for new opportunities in new media, theatrical distribution, Internet entertainment, acquisitions and development. Cynamon co-exec produced such series as The Adventures of Shirley Holmes and the first season of The Magician’s House.

* Chris Dalton has resigned as president, Canada and Europe, of the Motion Picture Bond Company, effective Oct. 6. ‘I had a great time, but it’s time to move on,’ he says after spending two years with the company. He has no specific plans for his next move.

Replacing Dalton is Mike Kaptein, vp of London Guarantee, Motion Picture’s parent company.

* Erica Redler has been appointed the Canadian Association of Broadcasters’ new general counsel and senior vp, legal affairs. Redler, former senior legal counsel, cbc, will be responsible in her new position for such areas as copyright, trade policy, corporate governance, advertising, labor/human rights matters and societal issues.

* Barry Patterson, former national media relations manager at Famous Players, joins Astral Television Network as its new manager of communications and program publicity.

* Vancouver’s Peace Arch Entertainment has named two new directors to its board. Derek Douglas is senior vp, investments, at GrowthWorks Capital, and Donald Steele is president of Mercantile Bancorp.

Douglas replaces Yad Garcha as the Working Opportunity Fund’s board designate.

* Feature film producer Voyageur Film Capital of Vancouver has named its advisory board designed to help the company grow into new media.

Alan Winter is ceo of NewMedia Innovation Centre, David Demers is president and ceo of energy technology company Westport Innovations and Cameron Gardner is executive publisher, Marketing and Entertainment Group at Maclean Hunter Publishing.
