* SODECc president Pierre Lampron has been named president of TV5 Quebec, Canada, coordinating body for TV5 operations in the u.s., the Caribbean and Latin America.

Lampron is currently preparing a summary evaluation of the state of funding and certification practices in Quebec and at the agency at the request of Quebec Culture and Communications Minister Agnes Maltais. It should be ready by mid-November.

Lampron is a former director of European operations for Telefilm Canada. He starts at TV5 Dec. 1, replacing Guy Gougeon.

* Rick Ridgway has been promoted to the post of senior vp and coo of Pelmorex Communications, parent of the Weather Network. Ridgway, who has been with Pelmorex for eight years, will now preside over the management of twn, its French sister MeteoMedia and TWN New Media.

* The North American Broadcasters Association has awarded CanWest Global’s executive chairman Izzy Asper with the NABA International Achievement Award for Outstanding Individual. Asper will receive his award at the naba general meeting in Orlando, Fla., Feb. 23-25, 2000. The award for outstanding organization has yet to be announced. The awards are sponsored by Bell.

* Valerie Grey has been appointed Cine-Groupe’s new director of development and Luce Pellerin has been made its legal counsel, business affairs.

* Telefilm Canada has announced the appointment of Jeanine Basile to the position of acting director – communications and public affairs. Basile takes over from Suzan Ayscough, who has left the agency.

* Elizabeth Roscoe has been named senior vp of external affairs at the Canadian Cable Television Association.

* Director Anne Wheeler recently won the David Billington Award, an accolade handed out annually by the Alberta Motion Pictures Industry Association. The award recognizes lifetime achievement and outstanding contribution to film and television.
