Louis L. Roquet: New CMF chair reputed to keep an eye on bottom line

Canada Media Fund chair Louis L. Roquet is a well-connected Quebec public sector veteran, reputed for keeping a close eye on the bottom line.

And although the Harvard PhD has filled some of the most powerful administrative jobs in la belle province, he has no experience in film, TV or new media, a fact that makes some industry watchers nervous.

‘Some board members have no experience in the complex TV industry, yet they are the ones who are going to develop the guidelines to access financing,’ said the Quebec producers association, APFTQ, in a statement shortly after the new board was announced in early June.

Known to be an excellent communicator adept at dealing with unions, private business and bureaucrats, Roquet is a recipient of Quebec’s Prix Équinoxe Hommage, which recognizes an executive who has made ‘remarkable use’ of public relations as a management tool.

Roquet has recently said that he would soon leave his position as head of the venture capital arm of Quebec’s largest financial group, the credit union network Mouvement des caisses Desjardins, to make room for the ‘new generation’ of managers.

Roquet also appears to have had close ties with the PQ.

In 2002, then-PQ finance minister Pauline Marois appointed him head of one of the province’s most profitable Crown corporations, the Société des Alcools du Québec, the povince’s liquor board.

He has also been head of Investissement Québec – a job he was given in 1994 by then-PQ premier Jacques Parizeau.

Now in his mid-60s, he’s also held two of the province’s top municipal civil service jobs – secretary general of the City of Montréal and general manager of the Montreal Urban Community.
