* Bob Culbert, a 29-year cbc veteran and most recently the pubcaster’s exec director, news, current affairs and Newsworld, has joined ctv as commissioner of documentaries. 10. Culbert is responsible for selecting docs for the network’s varied doc windows, including the CTV Signature Presentation Series and W-Five Presents. He will also be working with ctv’s doc commissioning offices in Halifax and Vancouver.

* Former ctv creative director David O’Brien is the new senior creative director, History Television, HGTV Canada and Food Network.

Ricardo Alleyne, formerly associate brand manager at Adam Brands, has been named marketing manager, hgtv.

* Anil K. Amlani has been appointed senior vp and cfo, Cancom. Amlani, a chartered accountant, was previously the head of finance within TD Bank’s personal and commercial segment.

* Catalyst Entertainment has brought in Cawthra Burns as its new head of marketing and communications. Burns, based at the company’s Toronto office, joins Catalyst from Alliance Atlantis Broadcasting, where she was communications manager, in charge of production publicity and corporate communications.

* The National Film Board has named former trade publicist Pat Dillon as publicist for its English program production and marketing activities in Quebec and Atlantic Canada.

* Journalist and top-rated radio station ckac morning man Paul Arcand will host a new primetime public affairs show, Arcand, which premiers on Reseau tva, Jan. 26 at 7:30 p.m.
