* Ian Fodie has been appointed cfo of Sextant Entertainment. Fodie, former financial controller and cfo of International Keystone Entertainment, takes over from Patrick Brown, Sextant’s controller, who has acted as cfo on an interim basis since October 2000.

Fodie, a chartered accountant, has also held senior positions with Deloitte & Touche, including audit manager in the company’s Vancouver and Dunedin, New Zealand offices.

* CineGroupe has named Michel Welter president of CineGroupe International, the company’s l.a. office. Welter’s responsibilities include international corporate development and international sales, distribution, licensing and merchandizing. He is a former president of Saban Enterprises International in l.a.

* Paul de Silva, Vision tv’s director of programming, has been appointed vp of programming. In his new position, de Silva’s responsibilities expand to include Vision’s full 24-hour schedule, reviewing programming priorities and developing strategies to enhance audiences.

De Silva, a former cbc series producer and an executive in charge of production in the drama department, has been with Vision for five years.

Meantime, Mark Prasuhn, former coo at Minds Eye in Regina, has been named general manager of Wisdom, Vision’s new Category 1 digital specialty. Prasuhn will also assume the role of vp, revenue development and commercial ventures, at Vision.

* Sonya Theriault has been appointed to the newly created position of producer live-action production at Cinar Entertainment.

Theriault, the former director of youth and animation at TVA International, will be responsible for managing the production process of Cinar’s live-action series and films as well as overseeing all key creative elements, from concept development to post.

* Marc Betsworth joins Cinenova as its new business affairs manager, replacing David le Roy, who is moving to Los Angeles.

A graduate of the Producers Resident Program at the Canadian Film Centre, Betsworth has worked in business affairs for Alliance Atlantis, the ctf and at Greystone International.

He was a coproducer of The Awakening (an award-winning short film), an associate producer on the feature Beefcake, and most recently was producer of The Life & Times of Robbie Robertson.

* The governing council of the ACTRA Toronto Performers has elected Richard Hardacre as its new president.

Over the past six years, Hardacre has served as a councillor and vp of actra and is currently on the actra national executive.

He has been an equity member of the union for more than 20 years.
