* Julie Huguet is now head of communication services at the National Film Board, replacing Nicole Chicoine who retired last January. Huguet will manage the NFB’s corporate communications, Internet unit and festival sponsorships.

* Kathleen O’Keefe is the new assignment manager for Global National with Kevin Newman effective Aug. 22, coming over from similar jobs at CTV’s National News and Canada AM.

* Andrew Barnsley now oversees project development at Toronto-based S&S Productions. Barnsley produced S&S’s series Listen Missy for two years and is also a professor of radio and television arts at Ryerson University.

* Dale Fallon is the new director of CHUM Interactive. He will streamline the department’s operations and help develop CHUM’s interactive businesses.

* Linda McAteer is now VP of post-production at Post Modern Sound. She was formerly the company’s production manager, and previously worked for both Spelling Television and Fox.

* David Garby is VisionTV’s new director of advertising sales. He previously was account manager for CHUM Television, and also worked on Craig Media’s Toronto 1 launch.

* Catherine Middleton is the Directors Guild of Canada-Ontario’s new senior business agent, overseeing its production staff and managing special projects. Middleton was senior business agent at the guild’s Alberta branch for the past seven years.

* David Halton has retired after 40 years as a reporter for CBC TV. He joined the network in 1965 as a Paris correspondent, and has worked out of Ottawa, Quebec, London, and most recently Washington. Halton will remain a special news contributor with the network.
