* Founding partner John Delmage is leaving Decode Entertainment to make youth programming at his Toronto upstart Time Spent Productions. He will maintain a first-look relationship with Decode.

* Terry McEvoy is the new head programmer of the Canadian Images program at the Vancouver International Film Festival, replacing Diane Burgess. Elsewhere at VIFF, Helen du Toit has replaced Melanie Friesen as program director of its Film and Television Forum. Friesen will continue with the fest group as programmer and host of its Cinema Salon. * Chantal Ling has been promoted to EVP of Ottawa’s Amberwood Entertainment, up from head of production.

* Producer Sophie McGarry has been re-elected president of Women in Film and Video Vancouver, with Christine Lippa as VP.

* Val Boser is now CBC’s regional director of television for Toronto. Boser served many years at CBC Radio, but has spent the last five years as an independent consultant.

* Toronto prodco Bejuba! has hired Karen Hunter as its head of sales, to be stationed at the company’s new U.K. branch.

* Leah Jaunzems has been named head of development at Toronto’s Darius Films.

* Change is afoot on the National Screen Institute’s board of directors, as Frantic Films CEO Jamie Brown has taken over as chairman of the board, replacing Laura Michalchyshyn.

* Thor Bishopric has been elected chair of the Fraternal Benefit Society, a not-for-profit insurance company with a mostly ACTRA and Writers Guild of Canada membership. Bishopric, a past president of ACTRA National, is the first actor to be elected to the post.
