* Marketing industry executive Rene Guimond is the new president of Television Quatre Saisons. Guimond takes over from tqs chairman Wilbrod Gauthier, who had held the post since Franklin Delaney’s resignation last fall. Gauthier remains chairman.

Guimond was exec vp and gm with ad agency bcp prior to its takeover by Paris-based Publicis.

* Peter Miller, executive vp and general counsel for the Canadian Association of Broadcasters, has been named vp, business and regulatory affairs for CHUM Television.

Miller, coming to chum after six years with the cab, will oversee all business and regulatory affairs for chum including legal and corporate, new business development and all facets of government and industry relations. He will be relocating from Ottawa to Toronto. The appointment is effective Jan. 4, 1999.

* Behaviour Communications has made several management changes. Matthew Carson becomes vp finance and cfo, replacing former cfo Claude Thibault, who is named vp corporate development.

Ghislain St-Pierre has been named director business development and special projects for the company’s new media division.

Francois Garcia is named gm Behaviour Studio, and former Image Organization exec Clark Petersen is appointed vp creative affairs and acquisitions with Behaviour Worldwide.

* Johanne Brunet, former director of exterior production, acquisitions and coproduction with Radio-Canada, has been named vp,, director-general with TV5 Quebec-Canada. Brunet becomes responsible for all TV5 programming including the Quebec-Canada, u.s. and Latin American/ Caribbean services.

Brunet is the second senior src executive to leave the network recently following program director Charles Ohayon’s resignation last month.

* At CTV News, Robert Hurst has been promoted to vp, Joanne MacDonald has been named director of news administration, and Patricia Skinner becomes manager of news production.

* Global Television Network and has appointed Celese Ivey vp, human resources, eastern operations, and Kate Fullerton vp sales and marketing for Global’s advertising arm, Canvideo Television Sales.

* Following the appointment of Marcus Handman to the newly created position of executive director, the Directors Guild of Canada Ontario District Council has announced a number of additional appointments.

They are: Susan Araki, business agent; Heather Blais, senior business agent; Kim Galvez, communications consultant; Laurie Januska, communications/membership coordinator; Candace Moreau, production representative; Savita Singh, office manager, production representative; and Sharon White, accountant.

In addition, Helen Du Toit, programmer for the Toronto International Film Festival’s Perspective Canada series, has been appointed dgc filmmaker series programmer.
