* Francine Allard has joined Productions sda as director, project development. Allard will develop youth programming, tv movies and miniseries.

* Guy Gougeon has been named director general of TV5, the international French-language television service.

Gougeon is a former vp engineering with cbc and vp French television at Radio-Canada where he was also responsible for international relations.

* Rhombus Media has added Philippa King to its management team as the new head of business affairs. King was formerly head of business and legal affairs at the ofdc.

* At Sullivan Entertainment, Ray Sager, supervising producer for Wind at My Back, is now senior executive producer. Carole Bonneau, formerly at tfo, is now director of communications. Cynthia Sherman, ex-vp feature film development at Norstar, is now Sullivan’s senior vp feature films.
