re: ‘Specialties Sub Dissent,’ Playback, June 5, page 1:

Michael Allen, vp, regulatory affairs for Rogers Communications, says at no time did he ever make a statement to the effect that Rogers was committed to paying the new specialty services for 100% of Rogers subscribers.

‘What sources may have been thinking of is a discussion I had with members of the crtc panel during the hearing in February 1994 to consider licensing these new services.

‘At that hearing I was asked whether it has been Rogers’ practice to pay any specialty services in a high penetration tier for 100% of basic subscribers. I said that in the past this had been the practice with some services. I was asked if Rogers could make a commitment to continue this practice in the future. I did not make a commitment.

‘However, I did suggest (still speaking in the context of a high-penetration tier) that Rogers would likely consider such an approachÉ.For certainty, let me state again that at no time has Rogers made a commitment to pay the new specialty services for 100% of Rogers subscribers. As well, at no time have I made any statement to that effect.’
