Producers across Canada are attempting to change a non-negotiable crtc stipulation that applies to the Cable Production Fund. The ruling states broadcasters must commit 35% of the production budget to the producer. The fund will then pay 30% of that amount, leaving broadcasters with a price tag of 24.5% of the budget.

Producers say this rule will hurt drama projects applying for the fund by asking broadcasters to pay an unrealistically high licence fee.

Traditionally lower budget kids programming will not be so severely affected by the rule.

Still in negotiation, guidelines for the Cable Production Fund are expected to be finalized the end of March.
